摘要
公共服务是关乎我国全面深化改革顶层设计的关键词,但其概念界定及其与相近概念的区分至今仍是众说纷纭,这非常不利于改革中对实际问题的正确认识和有关政策的制定,因此,有必要对公共服务及其相近概念的界定进行科学归纳和系统辨析。在阐述公共服务概念作为改革旗帜的重要地位和简要分析目前存在用语混乱的问题后,首先对公共服务及其相近的公共产品、政府服务、公益服务、社会服务、公共事业和公用事业等概念的一些代表性的理论观点和现实中的用词及其语境进行归纳和比较,然后针对目前概念之争偏重于词语本身进行孤立界定的局限性,从解决社会共同体所面临的公共问题的高度,将这些概念所指的对象纳入公共事务之中,分析了这些概念所归属的公共事务体系,并依据政府在公共事务体系中的管理、提供、组织、规制和扶持等责任的划分、不同公共事务的基本提供主体和基本筹资来源三个维度构建了公共事务体系框架。以此为坐标系,确定这些概念各自的所指和定义域,界定了这些概念的内涵与外延,以期为理论研究与政策制定中的相关概念界定与运用提供一个系统的参照系,以有利于公共事务领域分类改革的划分。
The public service is a keyword about the top-level design of comprehensive deepening reform in our country,but its definition and its distinguishing boundaries with similar concepts are still controversial. This is very detrimental to the correct understanding of the actual problems in the reform and the relevant policies. Therefore,it is necessary to have a scientific definition through systematical analysis of the public service and the similar concepts.After brief analysis of the important status of public service as reform banner and the existing phrase confusion,first of all,it compares and summarizes some representative theoretical perspectives and word contexts such as public goods,government services,public service,social services,public utilities and public facilities utilities. Then it aims at the problematic practice of one-sided emphasizing the word when make concept definition,and assigns the problem to a public one that is confronted by all social communities. On this basis it constructs the framework of public affairs from three dimensions： government responsibilities of management,provision,organization,regulation and support,the basic subjects of different public affairs, and the basic financial resources. Then it processes in defining the connotations and extensions of these concepts,in order to provide a systematic frame of reference for theoretic research and policy making,which will be of great use for the classified reform in the public affairs.
