摘要
通过比较管理与服务、公共管理与公共服务、私人服务与公共服务、政府服务与公共服务这一系列的概念 ,文章认为 ,政府公共服务职能是与政府公共管理职能相互并列、且又不同的一种职能。随着社会的发展 ,政府职能会发生转变 ,但这种转变只是职能重心的位移 ,而不是彼此的替代。文章最后指出 ,对这两种职能的混淆是当前中国公共服务领域诸多问题的基础性原因。
Through the comparison of such a series of concepts as follow: management and service, public management and public service, private service and public service, government service and public service, this paper argues that government public service function and public management function are two different and paratactic functions. With the development of society, government function will go forward transition, which only means the core function has changed rather than any function disappearing. Finally, this paper points out that confusing the two functions is the basic reason for so many problems in Chinese public service field.
