摘要
从我国东北地区人才流失的困局出发,以吸引中高端人才回流创业的角度为东北老工业基地新一轮振兴提供了理论支持。研究发现,东北地区创业活动并不活跃,虽然东北三省地方政府纷纷出台了一系列吸引人才创业的政策,但在吸引中高端人才回流创业方面仍然存在着四方面问题:第一,以重工业为主的产业结构阻碍了中高端人才回流创业;第二,国有企业所占比重过大阻碍了中高端人才回流创业;第三,计划经济体制遗留问题并未很好地解决阻碍了中高端人才回流创业;第四,思维观念相对较为落后保守阻碍了中高端人才回流创业。基于此,从宏观视角和战略思维出发,提出东北地区吸引中高端人才回流创业的对策。
The entrepreneurial activities in Northeast China are not vibrant, although the local governments have tried to attract talents to return to establish a business. The following four influencing factors still exist： the heavy industry structure;the large share of state-owned enterprises; the leftover problems of plan economy system; the relatively conservative concepts.This paper finally puts forward the countermeasures of attracting talents to return home to establish a business.
