摘要
我国各类灾害事故频发,灾害的复杂性也同步增加,应急救援任务空前繁重,如何有效预防和快速处理各类灾害事故,是对公安消防部队的重大考验。借鉴危机管理4R模型,将其应用于应急管理体系中,分析我国消防应急管理体系现状和存在的问题,并提出相应的建议,将灾害的缩减与准备、应急救援和灾后恢复等活动统一纳入应急管理体系中,从而实现灾害事故预防、应对和恢复的综合性、全方位的应急管理,达到有效预防和快速处理各类灾害事故,提高消防部队应急救援能力的目的。
Faced with various kinds of disasters, the task of emergency rescue is unprecedentedly heavily with the increasing complexity of the disasters, how to prevent and response to the disasters effectively has become an impor- tant subject for the firemen. The 4R model is introduced to the emergency management. The current situation and problems with the emergency management process were discussed, and the suggestion was then proposed. It is based on 4R model to establish a comprehensive emergency management system which includes disaster reduction, preven- tion, response and recovery.
