摘要
农村体育公共服务发展滞后是阻碍我国农村体育事业发展的重要因素。计划经济条件下形成的政府对农村体育公共服务供给模式已不能满足农村居民对体育公共服务的需求,要改变农村体育公共服务现状,有必要进行体制和机制的创新。采用文献资料等研究方法对农村体育公共服务"以钱养事"机制改革进行探讨,研究认为,"以钱养事"新机制可以有效的规避以往机制的不足,可以实现对体育行政服务人员的精简、可以提高农村体育公共服务的质量、可以转变体育公共服务人员的观念。目前,农村体育市场未发育、旧势力的阻扰、基层政府理性、农民需求表达机制不完善、农村体育事业性经费不足等影响到"以钱养事"新机制的实施。上下联动,推进体育行政服务体制综合改革、增加农村体育事业性经费投入、完善农民体育需求表达机制、不断拓展农村体育供给市场、激励农村体育公共服务人才是保障新机制改革顺利实施的有效举措。
Lagging behind of rural sports public service is an important obstacle to rural sports development in Chi- na. The government supply mode formed in past planned economy can＇t fulfill rural residents＇ demand on sports public service. We have to create new system and mechanism to change the present situation. This paper dis- cussed ＂funding public affair＂ as new mechanism reform in rural sports public service by the method of literature review. The results showed that ＂funding public affair＂ mechanism can avoid disadvantages of former mechanisms effectively. It can simplify sports administrative service staff, improve service quality, and transform conception of sports public service staff. Immature market, old power block, irrational basic level government, imperfect mech- anism for the expression of farmers＇ needs, lacking enterprise fund of rural sports at present are affecting the implementation of ＂funding public affair＂ mechanism. Bottom-up linkage, promoting sports administrative service system comprehensive reform, increasing rural sports enterprise fund input, improving peasant sports demand expression mechanism, expanding rural sports supply market, and encouraging rural sports public service talent are the effective actions to ensure the smooth implementation of new mechanism reform.
