摘要
采用文献分析、实地调查等方法,对农村公共体育服务供需矛盾的含义特征、理论根源进行解读,并结合供给侧结构性改革的理论要义分析其治理实践的内在需求与路径导向。研究认为:1)政府计划供给、无偿供给和需求侧的"搭便车"行为、"轻怠现象",是造成农村公共体育服务供需矛盾的理论根源;2)农村公共体育服务供给体制机制僵化、结构同质化和单一化、结构低端等矛盾,是实施供给侧改革治理的内在需求;3)农村公共体育服务供需矛盾的供给侧改革治理,要坚持"供给侧为切入点,体制机制变革为根本-供给(管理)方式创新为手段-供给结构调整为核心-供给质量提升为保障"的改革逻辑。以实现"公共体育服务供需匹配,有效化解供需矛盾,激发公共体育服务发展活力,促进农村体育事业持续健康发展"为改革目标,严格遵循"公共体育服务公共福利性质始终不变,保障和实现居民体育权益平等"的改革方向。从供给到需求,推进农村公共体育服务供给的"三大主体,五大系统"内容的转型、创新和改革。
This paper uses the method of literature analysis and field investigation to interpret the meaning and characteristics of rural public sports service supply and demand contradiction, based on the analysis of supply-side reform and governance of the basic support and construction of its governance practice path-oriented. It is argued that the 1） free ride＂ behavior and the ＂slack phenomenon＂ caused by government planning supply, gratuitous supply and demand side are the theoretical roots of the contradiction between supply and demand of rural public sports services. 2）The contradiction between the institutional mechanism of rural public sports service supply and the actual state supply is the basic support for implementing the supply-side reform governance of supply and demand contradictions. 3） The paper proposes that ＂the supply side should be the starting point, institutional mechanism reform as the fundamental-the supply（management） innovation as a means-supply structure adjustment as the core-the quality of supply for the protection of ＂ the logic of reform to achieve＂ public sports service supply and demand match, effectively resolve the contradiction between supply and demand, stimulate the development of public sports services vitality and promote the sustainable and healthy development of rural sports ＂as the reform goal, strictly abide by the＂ public welfare services always have the same nature of public welfare, protection and realization of residents sports rights and interests equal ＂reform direction. From supply to demand, promote the transformation, innovation and reform of ＂Three Main Subjects and Five Major System＂ Contents of rural public sports service supply.
