摘要
构建社会治理协同机制,既是当前政府治理能力较强而社会发育程度较低的现实图景的必然选择,也是实现政府治理和社会自我调节、居民自治良性互动的必然要求。社会治理协同机制包括协同治理主体、客体、程序、动力、目的等构成要素,其实现形态主要包括价值导向机制、主体培育机制、主体运行机制、协同保障机制、协同评价机制等。在我国语境下,构建社会治理协同机制必须坚持党的领导、政府主导、法治运行、公平正义、协商民主等原则。
Constructing social governance cooperation mechanism is not only the inevitable choice of the current situation with the present efficiently worked government and the less well developed society, but also the necessary requirement to realize the good interaction of state governance, self-control of the society, and the self-rule of the communities. Social governance cooperation mechanism has subject, object, procedure, power and goal as its basic elements; the value orientation mechanism, the subject training mechanism, an subject operation mechanism, an guarantee system, and an evaluation system as its implementation forms, and the adherence to the Party＇s leadership, government＇s presiding principle, legally operating principle, principle of justice and fairness, and principle of deliberative democracy as its constructing principles.
