摘要
随着北极航线开通预期逐渐迫近,美国、俄罗斯等国相继提出北极航线战略。而我国目前尚未形成清晰的北极航线战略体系,不利于我国争取北极航线权益。本文运用改进的德尔菲法筛选出包含政治、经济等6个层面在内的24个目标,进而构建中国北极航线多层战略体系及协调机制,以期为国家制定北极航线战略提供参考。
With the approaching of the opening of the Arctic Route, many countries such as United States, Russia have made strategic on the Arctic route. However, China has not put forward clear strategy system for the Arctic route, which may hinder getting interests of the Arctic route for China. This paper selected twenty four objectives from six aspects such as economic and political by improved Delphi method. On this basis, muhilayer-strategy system of China for the Arctic route and corresponding coordination meehanismwereput forward, which is helpful to develop strategies on the Arctic route for China.
