摘要
针对在处理北极航线问题中遇到的复杂和异常现象,提出利用管理技术中进行定性分析的SWOT方法和可拓层次分析法(Extension Analytic Hierarchy Process,EAHP)相结合的分析方法,在实际分析的基础上阐述中国面对北极航线问题应采取的策略.研究结果可以帮助了解北极航线问题现状,有助于对发现的新问题提出切实可行的解决方案.
According to the complexity and anomaly encountered in the issue of arctic route, an analysis method combined the qualitative SWOT analysis in management techniques with the Extension Analytic Hierarchy Process （EAHP） is proposed. China＇ s strategy should adopt for the arctic route is expounded based on the actual analysis. The results is helpful to find out the status quo of the arctic route. The practical programs for the new issues are proposed.
