摘要
新技术并非总是最先在发达国家和先进企业出现，由于沉没成本的影响和先进企业存在的垄断倾向，以及垄断带来的“替代效应”、“效率效应”决定了这类企业在新技术创新中表现滞后。这为发展中国家和后进企业提供了技术超越的可能。任何新技术的形成都伴随着新的产品、技术经济体系的建立以及新的生产规范和标准的完善，这为后进者留下超越的机会窗口。
New technology does not always appear first in the developed countries and advanced business. Such business have a time lag in technology innovation because of the effect of sank cost and monopolization tendency in them, as well as the“ replacement effect' and“ efficiency effect' coming along with that provides the opportunity for developing countries and lagging－ behind business to catch up, the emergence of any new technology will bring forth the establishment of new products and techno－ economic system, as well as the improvement of new production norms and standards. Thus it gives the opportunity for the lagger to catch up.
