摘要
目的评价2007年12月2011年12月云南省乡镇卫生院卫生人力资源配置的公平性.方法绘制Lorenz曲线和计算基尼系数以评价云南省乡镇卫生院卫生人力资源配置的公平性,并分析其200712月2011年12月的变化趋势.结果 2007年12月2011年12月云南省乡镇卫生院的卫生人力资源,若按人口分布配置,总的卫生技术人员基尼系数从0.24下降到0.12,执业(助理)医师基尼系数从0.22下降到0.19,注册护士基尼系数从0.19下降到0.16;若按地理面积分布配置,总的卫生技术人员基尼系数从0.09上升到0.13,执业(助理)医师基尼系数从0.10下降到0.08,注册护士基尼系数基本维持在0.01左右.结论云南省乡镇卫生院的卫生人力资源配置的公平性较好,而且按照地理配置的公平性优于按人口配置的公平性.
Objective This study was aimed to evaluate the fairness of health human resource allocation of township hospitals in Yunnan Province during 2007-2011. Methods The fairness of health human resource allocation of township hospitals in Yunnan Province was evaluated by drawing Lorenz curve and calculating GINI coefficient, and its change trend from 2007 to 2011 was analyzed. Results From 2007 to 2011, if health human resource of township hospitals in Yunnan Province was allocated according to population distribution, the GINI coefficients of the total health workers, practitioner and assistant practitioner, and registered nurses in the township hospitals decreased from 0.24 to 0.12, from 0.22 to 0.19, and from 0.19 to 0.16 at the province level, respectively. If health human resource was allocated according to geographical distribution, the GINI coefficient of the total health workers in the township hospitals increased from 0.09 to 0.13 at the province level. However, the GINI coefficient of practitioner and assistant practitioner decreased from O. 10 to 0.08, and that of registered nurses stayed close to 0.01. Conclusion The health human resource allocation of township hospitals in Yunnan Province achieves better fairness, and the fairness according to population distribution is superior to that according to geographical distribution.
