摘要
[目的]了解曲靖市县级公立医院医疗人力资源配置的现状及公平性,为政府制定卫生规划政策提供依据。[方法]采用文献复习法对曲靖市各县级医院医疗人力资源现状进行调查,采用洛伦兹曲线和基尼系数从面积分布和人口配置角度进行人力资源配置公平性评价。[结果]曲靖市县级公立医院卫生技术人员、护士按面积分布的基尼系数分别为0.05和0.21;按人口分布的基尼系数分别为0.02和0.14。[结论]曲靖市县级公立医院护士和卫技人员配置公平性均较好,卫技人员配置公平性优于护士,按人口分布的公平性优于地理分布的公平性。
Objective To know the current situation and fairness of medical human resource allocation in counties public hospitals in Qujing city so as to provide the basic theory for local government health policy making. Methods Investigated the medical human resource situation by literature review. Evaluated the fairness of human resource allocation from the angle of area distribution and population allocation to counties hospitals by Lorenz curve and Gini coefficient. Results The Gini coefficient of area distribution to health technicians and nurses were 0.05 and 0.21 respectively, while the Gini coefficients of population distribution were 0.02 and 0.14. Conclusions Both allocation fairness of technicians and nurses was good in counties public hospitals in Qujing. Allocation fairness of technicians was better than nurses'. The fairness of population distribution was better than area distribution's.
