摘要
针对光伏发电的电价支持政策及风险进行分析。比较了国外光伏上网电价政策,并评估了其风险性。结合国内光伏发电政策,总结出了现行政策下存在的若干问题。从明确光伏发电风险承担主体;合理调整光伏电价支持政策;不断技改,降低电网风险系数;不断完善协调配合机制,形成合力;合理布局,提高光伏发电准入门槛等5个方面提出解决措施。
The pricing support policy and risk for photovoltaic （PV） power generation were analyzed. The feed-in tariff policies of PV were carried on comparison and risk evaluation. Combining with the support policy of PV power generation in China, there were some problems under the current policy. The approaches to those problems were proposed in five aspects, mainly including clearing the risk bearing entity of PV power generation, adjusting the support policy timely, upgrading the technology continuously and low-ering the risk factor of grid, improving the coordination mechanism constantly forming collaborative forces, distributing reasonably and raising the market access requirements moderately.
