摘要
为应对能源耗竭和碳排放控制,世界各国纷纷制定政策推动可再生能源利用。作为清洁高效、可因地制宜的可再生能源发电方式,分布式光伏发电被列为中国调整能源消费结构的举措之一。研究分布式光伏发电政策的发展历程、客观揭示其与中国时代发展的关系,是新时代背景下完善中国相关政策的基础。文章系统梳理中国分布式光伏发电政策演化的三个阶段——理念形成和示范工程探索阶段、国家全面推广阶段和市场多元化推动阶段;针对中国分布式光伏发电项目面临的瓶颈问题,借鉴中国某些地方性政策的有益经验,和国际上获得普通认可的政策经验,从技术与管理两个角度,探讨中国分布式光伏发电的政策方向。
In response to energy depletion and carbon emission control, countries all over the world have formulated policies to promote the use of renewable energy. As a clean and efficient renewable energy power generation method that can be adapted to local conditions, distributed photovohaic power generation is one of the measures taken by China to adjust its energy consumption structure. Researching the development course of the distributed photovoltaic power generation policy and objectively revealing its relationship with China＇s development are the basis for perfecting relevant policies in the new era. The article systematically summarized the evolution of China＇s distributed photovoltaic power generation policy into three phases： concept formation and demonstration project exploration, nationwide comprehensive promotion and market diversification Promotion. In view of the current problems, learning from the beneficial experience of China＇s local policies and international policies, this paper discussed the policy direction of China＇s distributed photovoltaic power generation from the perspectives of technology and management.
