摘要
村级治理行政化是基层治理现代化转型中的明显趋势,服务于加强基层治理体系现代化和基层治理能力建设的总体目标。村级治理行政化包含乡村关系行政科层化、村级事务行政化、村级规范化行政与技术治理等表现形式和运作机制。村级治理行政化是建立在治理资源和乡村权力配置结构性变化基础上的,村庄社会转型和治理转型是推动村级治理行政化的内在动力。乡村治理行政化在促进乡村治理规范化、提高乡村行政效率等方面具有一定促进作用,但是也造成了村级组织膨胀、自立性增强以及村庄治理缺位和基层信任危机,带来了行政消解自治的基层治理转型困境。因此,乡村治理转型要重塑行政与自治的均衡路径,实现基层治理现代化的转型目标。
The administrationalization of village-level governance is an obvious trend in the modernization transformation of primary-level governance,serving the overall goal of strengthening the modernization of primary-level governance system and capacity for primary-level governance. The administrationalization of village-level governance includes the bureaucratization of rural relations,the administrationalization of village-level affairs,standardized administration and technical governance at the village level. The administrationalization of village-level governance is based on the structural changes of governance resources and rural power allocation. Village's social and governance transformation are the internal driving force for promoting the administrationalization of village-level governance. The administrationalization of village-level governance has a certain role in promoting the standardization of rural governance and improving the administrative efficiency of rural areas. However,it also leads to the expansion of village-level organizations,the enhanced self-reliance,the lack of village governance and the crisis of primary-level trust,hence resulting in the dilemma of primary-level governance transformation. Therefore,the transformation of rural governance should reshape the equilibrium of administration and autonomy and realize the goal of modernization of primary-level governance.
