摘要
由于村社权力与村民利益联系松散,加上国家权力挤压和现行法制的架空,导致中国村社权力陷入困境。村社权力缺乏权威,村社干部迷失角色,村社规则约束柔弱。其后果是村社权力功能流失,乡村社会组织资源贫乏,村社治理手段不力,村民权益受损。只有尊重村社权力固有属性,明确其固有职能,赋予其必要信任,夯实其物质基础,才能救赎村社权力。
The communal authority and residents enjoy a weak binding due to the complicated power system, national pressure and legislative framework. The rural communal power is weakened, leader lost in roles, and the rules failing their bindings. The consequence is that rural authorities are deficient, social resources devastated, and the interests of farmers endangered. Countermeasures are discussed.
