摘要
城市规划和社区规划是两个相互区别又有联系的概念，城市规划本质上是一种空间规划，注重宏观经济效益，而社区规划实质是一种社会规划，着眼于微观的社会效益。两者都是决策—实践的连续统一体，在规划内容上有交叉和重叠，同时彼此相互制约甚至尖锐冲突，在规划手法上又不乏相通之处，在操作层面两者面临共同的困境。
Urban planning and community planning are two different concepts, however there exist some relations between them. Urban planning is substantially a kind of spatial planning and it pays great attention to the macroscopic economic benefits. While the nature of community planning is a kind of social planning which take into consideration the microcosmic social benefits. They both fall into the same continuous 'decision-make to practice' entities and they have overlapping parts on the planning content. Meanwhile, they condition each other even conflict acutely. On the planning technique, the two have communicated points, and now both of them find themselves in a same tight corner.
