摘要
自由贸易区是为投资者提供离岸区域和先进商业基础设施、拥有灵活弹性商业政策、具有吸引力税收和低投资、低运营成本的商业区。国外自由贸易区的发展经历了传统古典自由港发展阶段、现代自由贸易区发展阶段、现代自由贸易区多元化发展阶段。其基本经验是:加强自由贸易区的功能整合;选择合适的管理模式或体制;灵活改进监管方式;提供良好的法制保障。国外自由贸易区的发展给中国提供的启示是:明确自由贸易区功能定位、革新陈旧管理模式、推进贸易监管方式转变、完善法制领域的制度保障。
Free Trade Zones （FTA）, offering investors an offshore area and advanced business infrastructures, have flexible commercial policy, attractive tax rate and business district with low investment and low operating costs. Development of for- eign FTA has experienced traditional classical Freeport development stage, modem free trade zone stage of development, free trade zone diversified development of modem stage. The basic experiences are as follows： strengthen the functional integration of FTA; select appropriate management model or system; improve flexibly regulatory approach; provide good legal protection. And lessons China should learn are as follows： determine FTA＇s functional orientation; promote the changes of supervision mode; improve the legal system safeguard.
