摘要
保税港区是我国海关特殊监管区域,在一定程度上效仿了自由贸易区的发展模式,在设立条件、政策设计、管理体制等方面和国际惯例相似,但我国保税港区距离国际自由贸易区还有较大差距。文章对我国保税港区与自由贸易区的发展模式进行比较研究,分析两者在制度、政策、模式、管理等方面的联系和差异,提出创新我国保税港区政策制度和管理体制机制的思路建议。
The bonded port area is a special customs supervision zone of our country that has followed the development model of free trade area to a certain extent,and it is similar to international common practice on necessary conditions,policy design,and management system.However,the bonded port area of China still has a large gap by compared to the international free trade area.This article illustrated the comparative study on development model of bonded port area and free trade area of China,analyzed the ties and differences on system,policy,model,and management between both sides.Moreover,it proposed thoughts and suggestions for better improving policy system and institutional mechanisms of management of bonded port area in China.
