Practical Wheeling Loss Allocation Among Multiple Regions of Power Grids

摘要 通过对转供电网和过网网损的定义,明确了转运电量和转运功率的范围、过网网损的分摊责任归属和过网网损补偿方法及形式等问题;建立过网网损分摊数学模型,并针对区域电网提出了有效实用的电网等效方法及电量结算方法;对中国某区域电网进行过网网损实用化分摊结果表明,所提出的实用化方法可以清晰分辨转运功率的流向,判断转运功率流经的输电设备以及对转运电网造成的过网网损,并按实际造成的过网网损分摊补偿责任。该方法简单有效、分摊结果客观公平、操作过程方便快捷,为我国区域电网的过网网损分摊提供了一种切实可行的途径。 In this paper, through the defining of wheeling network and wheeling loss, Such issues as the wheeling elec- tricity and wheeling power range, the ownership of alloca- tion responsibility for wheeling loss, and the methods and modes of wheeling loss compensation are clarified. By estab- lishing the mathematical model of wheeling loss allocation, an effective and practical equivalent method of power grid for the regional power grid and electricity settlement method are proposed. The case analysis on a certain regional power network show that the proposed practical method can clearly distinguish wheeling power flow direction, determine the wheeling power loss caused by flowing though transmission equipment, and allocate compensation responsibility of wheeling loss. The method is simple and effective, the allo- cation result is fair and objective, and the calculation process is convenient and fast, which provides a practical way for wheeling loss allocation of regional power grids.
