摘要
在当前输配电价机制下,发电权交易引起的系统损耗变化将对电网企业的经济利益产生影响,需明确交易主体的网损责任并对电网公司进行合理的补偿。为解决该问题,通过对现行发电权交易网损补偿方法的阐述,分析了其存在的主要问题。针对中国以年度交易为主的发电权交易方式,基于计划电量调度模式,提出一种发电权交易年增量网损电量的计算及分摊方法。该方法根据有、无发电权交易运行方式下系统网损功率的变化计算增量网损功率,依据发电权交易替代方所在节点微增功率、被替代方所在节点微减功率所引起全网损耗的变化进行增量网损功率的分摊,最后,选取全年若干典型方式实现年增量网损电量的计算和分摊,并结合2009年国内某电网的发电权交易进行了实例分析。通过与现行网损补偿方法的对比分析,表明文中方法确定的各交易主体网损责任与其实际对电力系统网损的影响程度相吻合。
In the current pricing mechanism of China’s electricity transmission and distribution sectors, changes in system losses due to generation right trading will affect the financial interests of the power grid company. The incremental loss responsibility of transaction subjects should be clear so that reasonable compensation to power grid companies can be made. In order to do so, the current loss compensation method is described on generation right trading and its major problems are analyzed. Given that the generation trading mode is mainly on an annual basis in China, and based on the planned power dispatch model, a new method is proposed to calculate the annual incremental losses and its allocation. The incremental loss is calculated according to the changes of system loss in having or not having generation right trades and allocated based on the changes of system loss by a slight increase power of the node in substitute side and a slight decrease power of the node in replaced side. Finally, the number of typical power grid operation mode is selected, and the calculation and allocation of annual incremental loss are achieved. By combining with the examples of generation right trades in 2009 of a grid in China and comparing with the existing loss compensation methods, it is shown that the loss responsibility of transaction subjects determined by this method is consistent with the actual power system loss.
