摘要
民政部提出社会福利由"补缺型"向"适度普惠型"转变的战略决策,为我国社会福利发展趋向奠定了政治基础。此后,适度普惠社会福利成为国家和学界共同关心和关注的重要议题,也逐渐成为我国当前和接下来一段时期内的主导社会福利模式。在这种背景下,回顾和评价我国儿童社会福利发展取得的成效和存在的不足,从福利对象、原则、理念、内容、政策体系、以及责任主体等六个方面建构我国适度普惠儿童社会福利体系,并进一步提出其实施路径,具有重要的战略意义和现实意义。
The Ministry of Civil Affairs put forward a strategic decision which the social welfare was changing from residual welfare to appropriate universal-type social welfare, which laid the political foundation for the development trend of China＇s social welfare. Ap- propriate universal-type social welfare, which became subsequently one of the most important issues among our nation and academia, was becoming a leading social welfare model in the current and the next period of time in China. In this context, it is imperative to review and evaluate the development effectiveness and shortcomings, then to construct the appropriate universal-type children＇s social welfare sys- tems, which contains welfare objects, principles, ideational systems, content, policy-institution systems, as well as the subjects of welfare responsibility, and to propose the ways of implementation about chil- dren＇s social welfare.
