摘要
在包含污染治理的DEA三阶段模型基础上运用30个省市的数据对2004年-2008年我国区域环境治理投入效率进行研究.结果表明,区域环境治理差异在区域间投入效率差距以及累积效应的影响下呈逐渐扩大趋势.东中部效率差异更多体现在纯技术效率上,而西部除受到投入总量限制,还受到纯技术效率和规模效率低下的约束.同时,环境治理投入效率仅在中部出现收敛.
Based on a three-stage pollution abatement DEA model, this paper analyzes the efficiency of en- vironmental investment and its regional differences in China by a data of 30 provinces from the year of 2004 to 2008. The results demonstrate that the discrepancy and cumulative effect of investment efficiency lead to increasing enlargement of regional differences in pollution abatement. The pollution abatement differences be- tween the eastern and middle areas mainly lie in pure technical efficiency, whereas the western area is restricted by insufficient investment, low pure technical efficiency and scale efficiency. Meanwhile, the convergence of environmental investment efficiency only presents significant characteristics in the middle areas.
