摘要
目前我国科研经费管理存在经费投入缺乏总体战略、总量偏低、结构不合理以及管理主体分散等问题,产生这些问题的原因主要有相关法律制度不健全、科研经费协调分配机制欠缺、科研活动自身复杂性以及信息不对称等。应从建立健全管理制度、优化投入结构、强化使用管理、建立全过程监管机制以及完善绩效评价体系等方面进行创新,切实提高科研经费的使用效率和效果。
Currently there are many problems of our research funding management such as the total amount of funding is low and the structure is irrational,the allocation body is lack of overall arrangement,using management is not standardized,lack of supervision and performance evaluation is imperfect.The main reasons for these problems include relevant legal system is not perfect,scientific and technological co-ordination mechanism is missing,research management is of complex and information asymmetry and so on.China should establish and improve the management of research funding system,optimize the research funding structure and strengthen the using management of research funding,establish the scientific supervision and restraint mechanisms as well as scientific research performance evaluation system to improve the efficiency and effectiveness of the use of research funding.
