摘要
本文分析了我国财政科技投入与经费管理中存在的主要问题,并从国家创新体系和自主创新能力建设出发,提出了改革我国财政科技投入与经费管理体制的建议,包括:(1)加强对财政科技投入的战略规划;(2)加大财政科技经费引导力度;(3)改革财政科技经费管理模式;(4)加大对创新人才的财政科技投入;(5)加强财政科技经费管理监督。
Based on the analysis of the problems concerning the financial input for science ＆ technology and its management in China,and from the points of building the Vational Innovation System and indigenous capability for innovation, this paper provides some recommendations for improving the financial input for science ＆ technology and its management system, including ： （ 1 ） To setting down the strategic plan for financial input for science ＆ technology. （ 2 ） To increase the impacts of on financial input for science ＆ technology on social investment in science and technology. （ 3 ） To reform the management model for financial input for science ＆ technology rationally. （4）To optimize the expenditure structure of science and technology. （5）To strengthen the audit and management of the financial input for science and technology.
