摘要
目的了解重庆市沙坪坝区社区卫生服务人力资源现状,分析存在的问题并提出建议,为合理配置社区卫生服务人力资源提供依据。方法采用自填式问卷普查的方法对沙坪坝区47个社区卫生服务机构人力资源配置现状进行调查并对调查结果做出分析。结果沙坪坝区社区卫生服务人力资源配置结构不合理,主要表现在:全科医生、公共卫生医师数量少;医护比例不合适,护士比例偏小;高素质卫生人才缺乏;年龄结构不合理,中年技术骨干缺乏。培训不足与相关配套政策不到位也是影响社区卫生服务人力发展的重要因素。结论优化沙坪坝区社区卫生服务人力资源配置,一方面要发挥政府的主导作用,建立健全社区卫生服务机构的财政、人事和考核等方面的相关政策;另一方面要调整全科医生、公共卫生医师和社区护士数量,强化对各类社区卫生人员的培训。此外,加强各社区卫生服务机构与其他卫生机构的交流及协作也是促进人力资源高效利用的途径之一。
OBJECTIVE To know present situation of human resources in community health service institutions in Shapingba to find out existing problems and give some advices for providing a scientific way to deploy human recourses reasonably. METHOD Investigate deployment of human recourses in 47 community health service institutions in Shapingba District by adopting self-administered questionnaire survey and analyze the result. RESULT Deployment of human recourses in community health service institutions is not reasonable in Shapingba. Main manifestations are: lack of general practitioner and public health doctor; high proportion of doctors and nurses; shortage of high-quality health human recourses; unreasonable age structure with rare middle-aged technicians. Besides, lack of training and related policy measures are not in place also influence development of human recourses in community health service. CONCLUSION In order to optimize deployment of human recourses in community health care, government should play a leading role to set and improve related policies of community health service on finance, personnel and assessment institutions. On the other hand, the quantity of general practitioners, public health doctors and nurses should be adjusted. Training of human recourses needs to be enhanced too. Besides, strengthen communicate and cooperation of each community health service institutions can also promote efficient use of human recourses.
