摘要
在经济不断发展、耕地不断减少、人口不断增加的今天,我国一方面要保证传统产粮区的稳产,另一方面要根据土地利用总体规划,建设国家粮食核心区,以保证全国粮食的供给。以河南省粮食核心区的提出和建设必要性分析为基础,提出河南省粮食核心区耕地保护的主要任务,探讨了保障粮食生产的耕地保护新机制,并根据农业分区成果,指出了粮食核心区耕地保护应重点建设的工程。
With the development of our economy,the decreasing of our farmland and the increasing of our population,we should not only keep a stable grain production,but also build national major grain producing areas based the national land utilization plan to guarantee the nation＇s grain supply.Based on the analysis of Henan major grain producing areas,the major tasks of farmland protection in the major grain producing areas were proposed.The new mechanism of farmland protection for guaranteeing grain production was discussed.Main construction projects for farmland protection in major grain producing areas were proposed based the achievement of agricultural regional planning.
