摘要
提高粮食综合生产能力是确保我国粮食安全的根本保障,是促进国民经济协调发展的重要途径,是建设社会主义新农村的首要任务。目前影响我国粮食综合生产能力的因素很多:粮食生产资源减少,环境条件恶化;农业基础设施薄弱,科技贡献率偏低;市场风险加大,政策扶持不力。必须采取相应对策:加强农业基础设施建设,切实保护和高效利用农业资源;实施优质粮食产业工程,优化粮食生产布局;发挥市场机制作用,健全扶持制度;加强农业科研和技术推广,增强粮食生产科技含量等,全面提高粮食综合生产能力。
Strengthening the comprehensive capacigy of grain food production is the guarantee to ensure the food security in China, the important way to promote coordinated growth of national economy, the most important task of the construction of new socialist countryside. But, nowadays, it＇s affected by many factors. On one hand, the resources of grain food production were decreasing, the environmental condition was being deteriorated; on the other hand, the agricultural infrastructures lacked, agricultural technologies weren＇ t made full use. What＇ s mere, the food market was facing high hazard while it wasn＇t supported by government policies. So I thought the following measures must be taken to build mere agricultural infrastructures, to protect and make full use of agricultural resources; to set up superior food production projects; to give free rein to market system for the improvement of supportive system; to strengthen agricultural research and to spread agricultural technology for the seientific and technological progress of food production.
