摘要
在就业压力下,引导毕业生创业以缓解就业难题已经成为一项可持续性的激励性公共政策。但当下我国高校毕业生创业却面临政策话语的高评价与现实的低选择的困境,其根本原因在于大学生创业的政策与制度环境尚处于一种"不民主"状态,未能很好地把握大学生创业者目标群体的特殊性。高校与相关部门需要从整体视野审视大学生创业政策,实现从全面扶持到择优激励的政策转型,营造有效且更有针对性的大学生创业政策环境。
Under the great press of undergraduate employment, to encourage college students to enterprise has become a stable inspired public policy to solve the employment problem. But in the context of college student enterprising policy, there is the dilemma of high level evaluation and low level choice. The essential reason is that the policy of college student entrepreneurship is still not so democratic for undergraduate, and the policy doesn＇t grasp the special character of its target group. Higher education institutes and the government should examine the enterprising policy from the perspective of the whole system, and realize policy transformation from subsidizing all to encouraging the excellent to construct a more effective policy environment for undergraduate entrepreneursbip.
