摘要
本文采用2003-2008年中国30个地区的平衡面板数据,在估算国外技术引进、本国自主创新和国内技术转移存量的基础上,实证检验了上述三个技术指标对环境规制的影响。研究表明,国外技术引进和国内技术转移对环境规制有显著正效应;出于本国环境技术创新数量和效率不高等原因,本国自主创新对环境规制呈显著负效应;且本国自主创新和国内技术引进对环境规制有显著替代作用;滞后一期环境规制水平会造成当期单位工业产值的环境投入成本增加,但从中长期看,早期为适应较高环境规制的环境投入会使企业在当期具有较大的环境成本优势。
Based on the estimated stocks of foreign technology import,domestic technology innovation and domestic technology transfer,this paper uses the provinces' panel data of China during 2003-2008 to empirically investigate the impact of these three technology indicators on environment regulation.The paper shows that foreign technology import and domestic technology transfer have positive effects on environment regulation,but because of the low quantity and inefficiency of environment technology innovation,domestic indigenous innovation significantly has negative effects on environment regulation.And the empirical conclusion states that between domestic indigenous innovation and domestic technology transfer there is a significant substitution effect on environment regulation.The paper also demonstrates that the environment regulation of lag 1 level will increase current environment cost per unit industry output,but for a long time,the high environment input for earlier stricter environment regulation will give enterprises more advantages on environment costs.
