摘要
由于当前我国农村土地制度存在着对农村土地承包经营权的规定矛盾重重、宅基地使用权不完整、农村土地征用制度不完善等问题,在某种程度上影响了农业增产和农民增收,也阻碍了农村现代社会保障制度建设,从而使农村土地的社会保障功能被不断强化。而农村土地的社会保障作用又反过来阻碍了农村土地制度的进一步改革。因此,建立农村现代社会保障制度与完善农村土地制度的改革应当同时推进、配套进行。当前形势下,我国应完善土地承包经营权用益物权制度,完善宅基地使用权制度,规范农村土地征用制度。
Agricultural production and farmers＇ income has been decreased to some extent as China＇s rural land system still faces problems like contradictive regulations of land contractual rights,incomplete right of residence land using and imperfect land requisition system.All these not only hinder the construction of modern social security in rural areas,but also hold back further reforms of rural land system.Therefore,the construction and the reforms should be carried out simultaneously by solving the above-mentioned problems thoroughly and efficiently.
