摘要
综合运用DEA和因子分析法构建了财政科技资金绩效复合评价及判定方法,并运用此方法对河北省财政科技资金绩效进行了实证评价。根据评价结果,具体分析了河北省财政科技资金的整体有效性、技术有效性和规模有效性,以及在评价样本中的排序情况,并依据DEA投影原理给出了河北省财政科技资金绩效改进方向和改进值。
This paper uses DEA and factors analysis method together to construct a complex method to evaluate and judge the performance of the financial input to science and technology, and then applies it to Hebei Province as an empirical evaluation. According to the evaluation result, this paper makes a concrete analysis of performance of the financial input to science and technology in Hebei Province from the aspects of overall effectiveness, technical effectiveness, scale effectiveness, and it＇s sequencing situation among the selected samples. Finally, this paper puts forward improving direction and improving value for Hebei Province according to DEA projection principles.
