摘要
政府与高校关系是高校对外关系之纲,纲举才能目张。修改完善《高等教育法》并出台实施细则是理顺政府与高校关系的基础,建立服务型、有限责任型政府对政府和高校是双赢之举,扩大高校办学自主权是未来高等教育发展的必然方向。建立大学章程以保证改制顺利进行,加快教育中介组织发展对协调政府与高校的关系意义至关重要,尽快培育公平竞争的环境以利于高校形成公平竞争。扩大并落实高校办学自主权的具体内容包括:党委机构设置应根据校情党内民主商定,党委书记等按现行法规由选举产生;校长应由民主遴选产生,行政组阁充分尊重校长意愿;政府对高校的投资应法制化,并尽量缩小地域和归属落差;尝试部分公办高校改制,以减轻政府财政压力;不同类型、层次高校学生缴费应适当拉开档次。
With the rapid development of economy,politics,culture,all-round transformation of society and higher education,the relationship between higher learning institutions and government needs urgently to safely dealt with.This is because it is the most essential of relations of higher learning institutions with the outside world.An analytic prediction of the trend of the relationship between higher learning institutions and government shows that revision and completion of the Statute of Higher Education should a win-win action to regularizing the relationship between higher learning institutions and government and establishing a service-type and limited-reliability government,that expansion of school-running autonomy of higher learning institutions is a necessary direction of future development of higher education to set up a constitution of universities to assure a smooth implementation of reforming the system,and that development of educational intermediary organizations is of the greatest importance to regularizing the relationship between higher learning institutions and government so as to nurture an atmosphere of fair competition.The expansion of school-running autonomy of higher learning institutions should be actualized by following the following steps： the organ of the Party＇ committee be determined based on the school state and inner-Party democracy;the secretary of the Party committee be elected according the existing law and regulations;the president be elected by following a democratic procedure and the executive branches fully respect the president＇ will;government＇ investment to higher learning institutions be legalized and gaps between regions and subordination be narrowed down;reformation of the system be attempted in some state universities to softening government＇ financial pressure;tuitions of students of different type and hierarchy be differentiated.
