摘要
当前,我国现代大学制度建设存在着宏观管理中政府的角色定位不准确、职能转换不彻底、管理控制不适度、教育法制不健全、教育投入不到位和微观管理中高校的领导体制行政化、管理模式机关化、教学地位边缘化、学术风气庸俗化、民主管理形式化等问题。应辩证处理政府与高校之间的关系,既强调政府的有限控制,又强化高校的有限自治。首先,政府应明确自身的管理角色、转变管理职能、下放管理权限、注重管理服务、强化中介管理。其次,高校应进一步完善党委领导下的校长负责制、营造教授治学的优良环境、加强民主管理的制度建设、强化教学工作的主体地位、健全科学研究的管理制度。
At present,institution building for China’s higher education is afflicted with deadly problems.On the macro scale,problems include government’s ill-defined administrative role,incomplete transformation of their function,their improper administrative regulation,flawed legal system as well as insufficient investment in education.On the micro scale,problems are bureaucracy in leadership,institutionalization of administration,marginalization of teaching at school,vulgarization of scholarship and superficiality of democratic administration.To overcome these problems,we should properly handle the dialectical relations between the government and higher education institutes (HEIs) so as to balance the government’s restricted control and HEIs’ limited autonomy.Firstly,the government should clearly define their administrative role,transform their function completely,decentralize their authority,lay emphasis on administrative service and reinforce intermediate administration.Secondly,HEIs themselves should further improve current president-leadership under the supervision of party branch secretary,create favorable environment for professors’ research,strengthen the institution building for democratic administration as well as scientific research,and emphasize the importance of teaching at school.
