摘要
选取林权流转过程中的备案内容,分析了备案的范围和适用领域,以若干地方性法规和地方政府规章为研究对象,对其中的林权流转备案事项进行梳理,分析了备案的法律性质和法律效力。
The contents of registers in the procedure of forest property transfer were selected to analyze the range and applicable range of registers. Taking several local regulations and local rules as the research objects, the register issues of forest property transfer were sorted out and the legal attribute and legal validity of registers were analyzed.
