摘要
从制度层面来看,竞技体育的举国体制与社会主义市场经济体之间的矛盾和冲突是导致退役运动员就业难的深层次矛盾。此外,现行退役运动员就业保障制度还存在重形式保障轻实质性的扶助,重货币补偿轻就业保障,重制度保障缺立法保护等问题。研究认为:贯彻有助于运动员"终身发展"的理念,推进竞技体育人才培养体制的渐进式改革;以市场为导向,以就业为目标,完善退役运动员的职业技能培训制度;正确认识退役运动员再就业的社会扶助性,建立健全退役运动员再就业保障的法制体系等是今后建立健全退役运动员再就业保障制度的着力点。
From that system comes face to face tier, contradiction and conflict between competitive sports whole nation system and socialist market economy body are to lead to the athlete deep - rooted contradiction difficult to obtain employment being released from service. Besides, currently in effect the athlete em- ployment security system being released from service returns helping that the heavy form ensures making light of a substantiality back to existence , heavy currency compensates light employment security, heavy system ensures lacking for legislation protection waiting for problem. Think owing to that all above knows studying： Carry out idea being helpful to an athlete ＂developing all self＇s life＂ the style pushing forward competitive sports personnel training system advancing gradually reforms; Market - oriented , take employment as target, perfect the athlete＇s job training system being released from service; Correct knowing athlete reemployment society help being released from service , building the legal institutions system improving the athlete reemployment guarantee being released from service and so on is that burn build making effort improving the athlete reemployment guarantee system being released from service in the days to come.
