摘要
美国的现代大学制度在许多方面超越欧洲,形成了"政府依法治教"和"大学自主办学"的鲜明特色。建立有中国特色的现代大学制度,必须明确"现代大学制度"的本质要义,深入了解中国的现实与"现代大学制度"的差距,切实理顺各种关系,致力于建立"政府宏观调控、大学自主办学、校长依法治校、民主管理学术、社会评估监督"的现代大学制度。
American modern university system, which surpasses that of Europe in many aspects, has formed the distinctive characteristic of ＂ the government manipulating education by law＂ and ＂the universities running education by self-determination＂. In order to establish a modern university system with Chinese characteristics, we have to grasp the essence of the modern university system, understand the gap between the Chinese reality and the modern university system deeply, and straighten out all the interrelationships, so that we can establish a modern university system in our country, within which universities are under the government＇ s macro-control, but are operated by themselves independently; presidents administer the school by the law; the academics are managed democratically; and universities are evaluated and supervised by society.
