摘要
阐述了重庆市农村土地流转和规模经营的基本情况,深入分析了存在的突出问题和制约因素,并在此基础上提出了适当放宽农村土地的农业用途管制、开放农村集体建设用地流转市场、规范农村土地承包经营权流转等建议.
At present, Chongqing is regarded as the national trially zone of comprehensive coordinated reform in urban and rural areas, which has very important significance in advancing the rural land shifting and scale management. This article has introduced the basic situation of the rural land shifting and scale management in Chongqing, deeply analyzed the outstanding problems and restrictive factors, and proposed some useful advices to advance rural land shifting and scale management. It includes appropriately relaxing the agricultural use range of rural land, the way of solving the problem of house occupation land in production management, opening the shifting market of rural collective construction /and, and setting up the shifting market of rural land contractual management right.
