摘要
本文在分析农村劳务输出给新农村建设带来促进农民增收、帮助农民就业、带动农村区域经济发展、加快农村工业化城镇化进程、推进农村"三个文明"协调发展等正面效应的基础上,着重分析其可能给新农村建设带来的不利影响;从纠正认识偏差、科学规划农村劳务输出、创造条件和环境、强化管理和服务、建立健全政策支持保护体系诸方面,提出了加强农村劳务输出管理工作的对策和建议。
The paper stressed on discussion on the negative impacts on new countryside construction of export of countryside labor services after it analyzed their positive effects on the things that they were to promote income improvement of the peasants;help them in obtaining employment;bring zone economic development; accelerate the process of industrialization and urbanization in countryside;advance harmonious development of three civilizations. And then countermeasures and advice were put forward from these aspects,which were to correct deviation of cognition;scientifically plan the export of countryside labor services;create conditions and environment;strengthen management and services. build and perfect system of support and protection policy, etc.
