Value-added evaluation sets students' additional value (the enhancement that students achieve as a result of their education experience) as the standard of evaluation for identifying the effectiveness of a school for students development. It is a developmental evaluation model under the ideology of "green enrollment ratio" for higher education. Compared with the traditional ones, this model may draw a more comprehensive picture of students' development, emphasize the formative nature of the evaluation standards, pay due attention to the starting-point and process of students' development, and promote the school improvement. Thus it has exerted positive effect on promoting education fairness, balanced development, and school characteristics. The findings from the comfirmatory research in Jinhua City, Zhejian Province, provide further evidences that value-added evaluation is an indispensable part of the school evaluation system. Therefore, educational departments at all levels could then evaluate the effectiveness of a school in an objective way.
