摘要
本文介绍了疾病预防控制体系建设的基本思路和策略,分析了2003年以来,这些思路策略的贯彻落实情况及其效果。结果表明,我国疾病预防控制体系的资源配置大幅度增加,业务工作能力明显加强,公共职能落实程度有所提高,政府和社会对疾病预防控制工作的重视程度和认可程度明显提高。同时,还存在以下问题:公共职能明晰,但社会认识不足;财政投入大幅增加,但缺口仍然较大;政府投入机制有所改进,但范围局限,成效甚微,对疾病预防控制工作的投入稳定性总体较差,等等。
In this paper, the basic policy idea and strategies to build disease prevention and control have been introduced and analyzed. The resource of disease prevention and control system experienced a rapid increase, the working ability was improved obviously＇, the fulfilling extent of public function was some increased. Some problems still existed, such as insufficient and unstable government investment, less attention has been paid to by social groups.
