摘要
提高高等教育质量,是在新的历史条件下、新的历史起点上提出的国家指导高等教育发展的大政方针。以提高高等教育质量为核心,做强我国高等教育,要从宏观入手,微观发力,从宏观和微观结合上努力。具体举措包括:采取低速增长、稳步发展的方针,正确处理数量与质量的关系;通过制度创新对高等教育进行重大的、战略性的结构调整;加大政府对高等教育的投入;促进大众高等教育和精英高等教育的协调发展;高校应当转移到以内涵提高为主的发展道路上来;加强教学制度创新,切实提高教学质量;加强国际学术交流,提升高校的国际性;合理规范民办高等教育发展,提高民办高等教育质量。
Promoting the quality of high education is the national guiding principle at the new historical era. In order to develop high education, we should hold a macroscopic view, carry out our steps in a microcosmic way, and regard the promotion of the quality of high education as the core. We should carry out such specific measures as to practice the policy of increasing in a low speed and developing with steady steps, properly cope with quality and quantity, make the major and strategic adjustment of the structure of high education by means of system innovation, increase the governmental investment, and appropriately develop the mass high education and the elite high education. High education institutes should turn to enhance connotation, emphasize systematic innovation of teaching, upgrade teaching quality, emphasize international academic communication, advance the internationalism, reasonably regulate high education institutes run by society, and raise their quality to a new level.
