摘要
如何评价学报质量,是一个必须高度重视的问题。学报质量包括外在质量和内在质量,其核心是内在质量,关键在于评价标准。同属学报客观上存在地域上的差别以及隶属关系、内容、形式、受众面的不同,使用同样的评价标准,其公平、公正将受到怀疑。学报作为文化传播的载体,不论其进入哪种检索系统,相互之间并不具备质量评价的功能,更不具备对作者文稿质量以及作者本人的评价。作者文稿是学报质量的主体,但任何学报的刊载或转载表现为文化知识的传播与再传播,对作者文稿质量毫无提升的意义。现行的评价方式,对究竟是作者文稿质量决定学报质量,还是学报质量决定文稿质量,多少有些模糊,导致学报质量的评价进入误区。
Journals of University are the product of knowledge and their quality is determined by the academic value of their papers, professional performance of editors, the skill of printers, among which the quality of papers inthe journal are the core, the quality of editors is the dominant factor and the quality of printing is the assurance. These three factors are basic elements for evaluating the quality of university journals. A high quality university journal is the integration of social interests, economic interests and publish quahty, which is of great importance to for prevention from misunderstanding of the appraisal of the quality of university journals.
