摘要
1978—2002年,湖南省计划生育总投入为90亿元,其中县以上财政投入占33.88%;累计少生2684.9万人,节省孩子抚养费6826.62亿元。期间,计划生育每投入100元即可少生0.3人,节省孩子抚养费7585元。从变化趋势看,计划生育成本—人口数量效益波动下降,成本—人口经济效益则由稳步上升转为逐年下降,这一变化符合经济学一般规律。
From 1978 to 2002, the total input of family planning program in Hunan province was 9 billions Yuan, of which 33.88% was financed by government above county level. The program reduced birth number by 26. 849 millions, and saved child - raising cost of 682 billion Yuan. The ratio of saving to input was 7585 to 100 ： The trend shows that, the ratio of cost to population was declining, and of cost to economy firstly went up and then fall, this change comply with the law of economics,
