摘要
大学内部管理中普遍存在着行政权力与学术权力的二元结构,基于在学术事务管理上二元权力运行机制的不同,中外大学教授委员会可以划分为学术权力与行政权力分离与渗透两大类,这两大类中又主要有学术权力主导、行政权力主导和两者适度渗透三个小类。各种类型的大学教授委员会分别发挥着决策、咨询、学术事务的决策功能和非学术事务的审议功能。文章在比较中国和外国大学教授委员会在类型与功能上的异同性的基础上,总结中外大学教授委员会发展的基本经验和规律,为推动和促进我国大学教授委员会的完善和发展提供启示。
There are dual structure of administration power and academic power in the internal administration of universities. According to the difference of the dual power operating mechanism in the administration on academic affairs, the professor committee home and abroad can be classified into two categories as follows： the one category with academic power separating from administration power and the other one with academic power seeping through administration power, and among them, there are three small categories as follows： the one dominated by academic power, and the one dominated by administration power, and another with the two kinds of powers seeping appropriately with each other. Each kind of professor committee plays the key roles of decision-making, consultation, decision-making on academic affairs and deliberation on non-academic affairs. Based on the analysis of the difference of types and function of professor committee home and abroad, the author summarizes the basic experience and rule of the development of professor committee, which can provide some reference for the development of professor committee in China.
