摘要
城市土地有偿使用的价格标准、土地税收标准应与城市土地的质量等级和土地利用水平保持一致。然而现行的城市土地市场中,常常只注重对一个城市内部的定级与基准地价评估,而缺乏宏观调控城镇土地价格的分等研究。有鉴于此,本文阐述了城镇土地分等研究的必要性和重要意义,介绍了我国城镇土地分等的历史,并详细回顾了国内外研究现状,最后就如何进一步推动城镇土地分等工作进行了探讨。
The price of urban land compensation use and land tax should be set according to the grade of urban land quality and the conditions of land use.The quality difference of urban land exists not only in one city,but also between the cities.However,in the present land market more attentions are paid on urban land internal evaluation in one city,but not enough on their gradation studies among different cities.The paper expounds the necessary and significance of urban land gradation studies,introduces the background and the history of the studies in China,then overviews the present situation of urban land gradation studies at home and abroad.Some policy advices are put forward in this article as well to solve above-mentioned problems.
