摘要
基于区域技术创新环境的影响因素,根据评价指标体系设计的原则,以企业为研究对象,设计了由4个模块,11个要素,36个指标构成的评价指标体系;确定了用改进的功效系数法进行指标无量纲化处理,用专家评判法与层次分析法相结合确定指标权重系数,用改进的灰色关联度评价方法进行指标综合的方法,提高了评价方法的实用性,可广泛运用于一个国家和地区技术创新环境的评价研究。
Based on influencing factors of regional technical innovation environment, according to the principle of index system design, and regarding enterprises as study object, this paper provides an index system, which is formed of 4 secters, 11 factors and 36 indexes. Using improved method of efficiency coefficient to make indexes being dimensionless, adopting expert judging method and AHP combinatively to determine index weight, and applying improved gray relevant degree evaluation method to synthesize all indexes, it makes the evaluating method more practical, and it can be widely used in the research and evaluation of cuntry and regional technical innovation environment.
