摘要
入世后,我国教育领域也相应地面临了竞争挑战、威胁渗透与主权维护、发展际遇等问题。教育安全概念的提出是力图通过“危机意识”和“安全意识”使人们全面、宏观地把握教育发展,深化人们对于教育的理解。构建法律预警机制可以维护我国的教育安全。可以从树立全民的世贸法律规则意识,设立相应的教育法律预警机构,有意识地培养高素质的“WTO型”人才等方面着手构建我国教育安全法律预警机制。
With China's accession to the WTO,its education has faced the problems such as:competition and challenge,menace and infiltration,and sovereignty defence and development opportunity.Currently,the concept of education safety is put forward in order to help people have a comprehensive mastery of education development,and deepen their understanding of education.To assure our country's education safety,it is imperative to establish the law early-warning mechanism of education safety.In this regard,we should focus on accomplishing the following tasks:(1)enhancing the people's awareness of WTO rules;(2)setting up corresponding law early-warning organizations;and (3)training high-quality WTO -oriented talents.
