摘要
鉴于污染海洋行为具有严重的社会危害性,着重就增设污染海洋罪的必要性、该罪的概念和构成特征、认定该罪应注意的问题等进行了论述。
Owing to the harmful effects of polluting sea to society, a discussion is made in this paper on the legislative necessity, the concept, the constitution, the application of defining the crime of polluting sea.
