Imperialist invasions of China in modern times were in terms of method and character limited by China's local conditions. The invaders internalized China's power structure through the treaty system. Using the 'exceptionalism' of the non-West as a pretext, they often acted in ways contrary to Western values. Thus representatives of the West presented to China a 'West' that was less than accurate. The imperialist powers pushed China to a reform to keep an order that was 'good' by Western standards; yet they constructed and maintained a Chinese order inconsistent with those standards. In this regard, they were at once advocates of reform and defenders of the status quo.
